Energy Efficient Retrofit Loan Program


The Energy Efficiency Retrofit Loan Program, or On-Bill Financing (OBF), lets you make facilities improvements without large outlays of cash. PG&E will finance the project, and you pay the loan – interest-free – through your monthly utility bills. Loan funds must be used to purchase and install qualifying energy-efficient equipment. You can use a contractor or install the equipment yourself. PG&E will inspect your facility before you remove old equipment and again after the new products are operating. Loan terms and monthly payment amounts are determined based on your estimated monthly savings from the new products. Business customers may qualify for loans between $5,000 and $100,000, with loan periods of up to 60 months.

PACE CaliforniaFIRST


CaliforniaFIRST is an innovative tool for commercial and multifamily property owners to finance energy efficiency, renewable energy, and water conservation retrofits. The program uses Property Assessed Clean Energy (PACE) to support low cost, long term project financing. Property owners work with the lender(s) of their choice and repay the cost of the upgrade over time through a voluntary assessment on the property tax bill. Because the assessment stays with the property, the repayment obligation transfers to the new owner if the property is sold.

PACE Figtree PACE Commercial Financing


Traditional bank loans and lease programs are based on personal credit and income, Figtree PACE financing is based on the value of your property. Figtree PACE financing has a fixed rate and requires no money down. Financing payments are made as an assessment payment on your property tax bill. If you sell your property, the assessment payment on your tax bill transfers to the next owner. Figtree PACE gives local property owners access to affordable financing for energy- and water-efficient improvements that can reduce overall utility expenses. The amount of financing available to each property owner is determined by the property's assessed value and requires no money down and no credit check. The financing is paid back annually over a period up to 20 years and is transferrable if the property is sold or transferred.

POWER Loan


In 2008, the Fresno County Economic Opportunities Commission created Fresno CDFI, a community development financial institution to provide lending services to low and moderate income communities. Fresno CDFI provides financing, training, and asset development services for low- and moderate-income entrepreneurs. Their professional, seasoned, and multi-lingual staff – experienced in micro-finance, credit counseling, business plan development, and advocacy for low-income families – has helped hundreds of entrepreneurs realize their dreams.
 
In collaboration with the Economic Development Corporation serving Fresno County (Fresno EDC) and the Fresno Energy Watch, the POWER Loan was developed to address a need for financing energy efficiency upgrades that may have otherwise gone unfinanced. With 0% interest, loan periods up to 24 months and quick approval, the POWER Loan is excellent for small businesses. Your business must have received an Energy Fitness assessment through Fresno Energy Watch partner, Richard Heath and Associates (RHA) to be eligible for the POWER Loan. POWER Loan covers upgrades up to $10,000. Amounts larger than this will benefit from PG&E's Energy Efficient Retrofit Loan Program (On-Bill Financing).

Rural Energy for America Program


The Rural Energy for America Program (REAP) provides financial assistance to agricultural producers and rural small businesses to purchase, install, and construct renewable energy systems; make energy efficiency improvements to non-residential buildings and facilities; use renewable technologies that reduce energy consumption; and participate in energy audits, renewable energy development assistance, and feasibility studies. The REAP program provides grants to rural small businesses and agricultural producers for up to 25% of the cost to purchase and install renewable energy generation systems, flexible fuel pumps and energy efficiency projects. The maximum amount of a REAP Guaranteed Loan is $25 million per loan request. The minimum loan amount is $5,000. Up to 75 percent of total eligible project costs can be covered through the REAP Guaranteed Loan Program. Eligible applicants:
  • Rural small businesses – “Rural” means any area other than a city or metropolitan statistical area that has a population of greater than 50,000 inhabitants. “Small” is as defined by the Small Business Administration and depends on business type – typically less than 500 employees and revenue less than $7 million.
  • Agricultural producers – Individuals or business entities receiving at least 50% of gross income from agriculture. (The "small" and "rural" limitations do not apply to agricultural producers.)
  • Nonprofits and public projects are not eligible.
  • Preference is given to “very small businesses” – those with less than 15 employees and less than $1 million in annual receipts and “small agricultural producers” that produce products with a gross market value of less than $600,000.
